Buying property in Bali: what foreigners can own
The official framework for buying a home in Bali as a foreigner. It is general information, not legal or tax advice.
Updated October 2026
What foreigners can hold
Hak Milik, freehold, is reserved for Indonesian citizens. A foreigner with valid immigration documents can hold a house on Hak Pakai, a right of use, or own an apartment unit, under Government Regulation 18 of 2021 and its implementing rules from ATR/BPN, which also set minimum values by region.
Leaseholds
Many villas in Bali are offered as leaseholds for a fixed term. Read the lease, the underlying title and the zoning with your own lawyer.
The PPAT and registration
Transfers of land rights are drawn up by a PPAT, a land deed official, and registered with the land office of ATR/BPN (atrbpn.go.id).
Take independent advice
Arrangements that put land in an Indonesian citizen’s name on your behalf are not a safe way to own. Take independent legal advice before you commit to anything.
